Welcome to Region 21 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, service much of Southern California from our regional office in downtown Los Angeles and resident office in San Diego. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.
In another litigation win for Region 21, the Board in Ralph’s Grocery, 361 NLRB No. 9 (2014), ruled that the Employer violated Section 8 (a) (1) and (3) of the Act by firing an employee who refused to take a drug test without consulting a union representative first. The Board held that the refusal was intertwined with the worker's assertion of his Weingarten rights.
