Welcome to Region 2 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving the boroughs of Manhattan and the Bronx and Orange, Putnam, Rockland, and Westchester counties from our office in Lower Manhattan. If you have questions about work related issues or wish to file an unfair labor practice charge or petition for election, please call (212) 264-0300 to speak with the Information Officer. We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers to promote a greater understanding of the National Labor Relations Act. E-FILING: We strongly urge all parties in unfair labor practice investigations or representation matters to E-FIle unfair labor practice charges and representation petitions, by E-Filing (not e-mailing) through our website. However, paper filings of charges and petitions will still be accepted.
PENDING CHARGES: Section 102.5(c) of the Board’s Rules and Regulations mandates the use of the E-filing system for the submission of affidavits, correspondence, position statements, and other evidence in connection with unfair labor practice or representation cases. Regions will not accept documents emailed directly by parties absent extraordinary circumstances. If you are unable to e-file, you must file a statement explaining why e-filing is not possible or would be an undue burden.

SEEKING LEGAL AND FIELD EXAMINER INTERNS
This Regional Office participates in the NLRB’s program for volunteer Field Examiner Interns and Legal Interns. Interns will assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. They will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations. The Agency will work closely with participating schools to ensure class credit where permitted or desired and will provide on-the-job training as well as training on the NLRB intranet through live and video presentations of the Agency’s Summer Intern Program.
