Unit Description: The employer for a single contract to provide security guard services in the state of Alabama for federal facilities serviced by the Federal Protective Service ("FPS") is Paragon Systems, Inc. Paragon Systems, Inc. is the employer for employees currently designated into four (4) separate bargaining units. Two of these bargaining units are represented by the Petitioner, the Protection and Response Officers of America ("PROA")[see RC 10-RC-128003 and 15RC-130139]. One bargaining unit is represented by the Security Police Fire Professionals of America ("SPFPA"). SPFPA represents employees who provide security guard services for the Social Security Building in Birmingham, Alabama. Another bargaining unit comprised of security guards located in the Huntsville, Alabama area is represented by the United Government Security Officers of America ("USGOA"). PROA represents employees who provide security guard services for all other federal buildings serviced by FPS in Birmingham, Alabama, Mobile, Alabama, Montgomery, Alabama, and surrounding areas. It is the contention of PROA that all of these security guards are employed by one employer, which has been assigned one contract from the federal government, and that this employer assigns employees in the state to provide security guards services to such federal buildings without regard to the bargaining unit to which they are currently assigned. In view of the foregoing, it is the contention of the Petitioner, PROA, that the Board should clarify and assign all of these employees into one single bargaining unit for the state of Alabama.
