Excluded: Executives, Supervisors, Administrators, office personnel, confidential employees, telephone operators, maintenance personnel, messengers, drivers, clothing and purchase distributors, medical doctors, supervisors and security guards, as defined in the Act, employees in other collective bargaining units and every other person with the authority to employ, discharge, promote, discipline, or in any other manner, change the status of the employees or make recommendations to the effect.
