National Labor Relations Board Acting General Counsel Lafe Solomon today announced the appointment, effective August 4, 2011, of Anne G. Purcell as Associate General Counsel of the Division of Operations-Management in the Office of the General Counsel in Washington, DC.
Ms. Purcell will replace Richard A. Siegel upon his retirement after an exemplary 37-year career with the Agency in which he served in Region 4 (Philadelphia) as a field and supervisory attorney, in the Division of Advice as a staff attorney, supervisory attorney and Assistant General Counsel, and in the Division of Operations-Management as a Deputy Assistant General Counsel, Assistant General Counsel and Associate General Counsel, capably leading the entire division for the past fifteen years.
In her new role, Anne G. Purcell will act as a senior advisor to the Acting General Counsel and will oversee the operations and management of the Agency’s 51 nationwide field offices with the support of a staff comprised of nineteen professionals. Over the course of 33 years with the Agency, Ms. Purcell has served as a field attorney in Region 17 (Kansas City), as Chief Counsel to former Board Member Mary Miller Cracraft, and as Special Counsel to the General Counsel, Deputy Assistant General Counsel, Assistant General Counsel and Deputy Associate General Counsel in the Operations-Management Division. A native of Kansas City, Missouri, Ms. Purcell received her B.A. and J.D. degrees from the University of Missouri at Kansas City.
“This is a time to celebrate the careers of two extremely talented individuals,” said Acting General Counsel Solomon. “Rick has been a consummate public servant, who continually demonstrated remarkable managerial skills and unparalleled dedication to the enforcement and administration of the Act. His generous spirit and excellent counsel will be sorely missed. Anne is a remarkably talented leader. Her exceptional analytical and interpersonal skills, extensive experience and admirable talents make her inordinately qualified to serve as the Associate General Counsel of the Operations-Management Division. I am confident that her sage advice and tireless commitment to the NLRB’s mission will continue to serve the Agency well.”
The NLRB investigates and remedies unfair labor practices and conducts secret-ballot elections to determine whether employees desire union representation.
