Elinor Merberg named Chief of Injunction Litigation Branch

Lafe Solomon, Acting General Counsel of the National Labor Relations Board, today announced the promotion of Elinor L. Merberg to Assistant General Counsel in the Division of Advice, Injunction Litigation Branch.Since 2002, Ms. Merberg served as a Supervisory Attorney in the Division's Regional Advice Branch, which provides guidance to the Agency’s Regional Offices with respect to difficult or novel legal issues arising in the processing of unfair labor practice charges.  In her new position, Ms. Merberg will manage the division’s Injunction Litigation Branch, which coordinates the initiation and litigation of injunction proceedings under Section 10(j) and 10(l) of the Act.  She succeeds Judy Katz, who retired early this month.Ms. Merberg joined the Division of Advice in 1988 as a staff attorney working in both the Regional Advice and Injunction Litigation Branches.  She directed the 10(j) training program from 2000-2002, and was appointed Supervisory Attorney in the Regional Advice Branch in 2002.  She was raised in Brooklyn, New York, and received a B.A. degree in political science from University of California, Los Angeles, in 1985 and a J.D. degree from Northeastern University, in 1988.The NLRB administers and enforces the National Labor Relations Act, a federal law which regulates labor-management relations in the private sector. It conducts secret-ballot elections to determine whether or not employees desire union representation and it investigates, prosecutes, and remedies unfair labor practices.
