Gary Shinners named NLRB Executive Secretary

NLRB Chairman Mark Gaston Pearce today announced the appointment of Gary Shinners as Executive Secretary of the National Labor Relations Board.
Mr. Shinners began his NLRB career in 1983 as an attorney on the staff of former Board Member Howard Jenkins, and between 1984 and 1987 he worked as counsel on the staffs of former Chairman Donald Dotson and former Chairman James Stephens. In 1987, Mr. Shinners transferred to the Division of Enforcement Litigation, Contempt Litigation & Compliance Branch. He was promoted to Deputy Assistant General Counsel in the Contempt Branch in 1989, and was later promoted to Assistant General Counsel (Branch Chief) in the Contempt Branch in 1996.
From 2001 to 2003, Mr. Shinners served as Chief Counsel to former Member Dennis Walsh; from 2003 to 2004, he served as Chief Counsel to former Member William Cowen; and from 2004 to 2006, he again served as Chief Counsel to former Member Dennis Walsh. From 2006 to 2010, Mr. Shinners served as Deputy Chief Counsel to former Chairman Wilma Liebman.
In 2010, Mr. Shinners was appointed Deputy Executive Secretary. He has served as the Agency’s Acting Executive Secretary since January of this year, when former Executive Secretary Les Heltzer retired. His appointment begins immediately.
