National Labor Relations Board Chairman Mark Gaston Pearce and Acting General Counsel Lafe Solomon have announced the appointment of John Cotter as Officer in Charge of the Agency's newly-designated Subregional office in Hartford, Connecticut (Subregion 34). In his new position, Mr. Cotter will assist Jonathan Kreisberg, Director of the NLRB’s Region 1 in Boston, in enforcing the National Labor Relations Act in Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.  Mr. Cotter is Subregion 34’s initial Officer in Charge upon its formal restructuring with the Boston office, which became effective today.
A native of Cambridge, Massachusetts, Mr. Cotter received his B.A degree in political science and international relations from Schiller College in Heidelberg, Germany, and his Masters in Public Administration from George Washington University in 1976. Upon graduation, he began his NLRB career as a field examiner in the St. Louis Regional office and then transferred to the Hartford Regional Office in 1986.  He was promoted to Supervisory Compliance Officer in 1992, Assistant to the Regional Director in 1997, and Deputy Regional Director in 2009.
The NLRB investigates and remedies unfair labor practices and conducts secret-ballot elections to determine whether employees desire union representation.
