Judges Michael Rosas and Geoffrey Carter Named Associate Chief Judges

The NLRB today announced the appointment of Administrative Law Judges Geoffrey Carter and Michael Rosas as Associate Chief Judges to help administer the Washington, D.C. office of the Judges Division. They will assume their new duties at the beginning of December.

In recent years, the Board has closed both its New York and its Atlanta Judges Division offices and consolidated them into the Washington, D.C. office. Judges Carter and Rosas will help supervise the Washington, D.C. office, ensuring efficient management of the Division’s operations and increasing caseload in this office. The Division’s West Coast office in Oakland, California, is headed by Associate Chief Judge Eleanor Laws.

Judge Rosas has been an NLRB Administrative Law Judge for over 20 years. He has managed the Division’s judicial training program for the past 12 years. Prior to coming to the NLRB, Judge Rosas served as an Administrative Law Judge for two other Federal agencies. Before his appointment as a judge he worked as an Assistant New York City Corporation Counsel in the Commercial Litigation Bureau and Assistant New York State Attorney General-In Charge of the Claims Bureau. Judge Rosas received his bachelor’s degree, with honors, from the John Jay College of Criminal Justice in New York City. He attended Golden Gate University School of Law and New York Law School.

Judge Carter has been an NLRB Administrative Law Judge since August 2010. Before coming to the Board, he served as an Administrative Law Judge with two other Federal agencies. Before his appointment as an administrative law judge, he worked as an Assistant U.S. Attorney in the District of Columbia, a trial attorney in the Civil Rights Division of the Department of Justice, an appellate attorney for the Equal Employment Opportunity Commission, and a law clerk to Judge Diane Wood of the United States Court of Appeals for the Seventh Circuit. He received his bachelor’s degree from Stanford University, and his Juris Doctor degree from the University of Chicago, where he wrote for the law review.

“Judges Rosas and Carter have shown to be dedicated public servants who have contributed greatly to the Division of Judges,” said Chief Administrative Law Judge Robert A. Giannasi. “In their new roles, they will continue to strengthen and support the Division of Judges.”

“Administrative Law Judges play a vital role in adjudicating unfair labor practices, and as Associate Chief Judges, Judge Rosas and Judge Carter will continue to serve the Agency by both supporting the efficient management of the Division and deciding cases,” said Chairman Lauren McFerran. “The NLRB is thankful for their service.”

Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year.
