LUIS PADILLA NAMED OFFICER-IN-CHARGE OF THE NLRB'S PUERTO RICO OFFICE

National Labor Relations Board Chairman Mark Gaston Pearce and Acting General Counsel Lafe Solomon have announced the appointment of Luis F. Padilla as Officer-in-Charge of the NLRB’s newly-designated Subregional office in Hato Rey, Puerto Rico (Subregion 24). In his new position, Mr. Padilla will assist Margaret Diaz, Director of the NLRB’s Region 12 in Tampa, in enforcing the National Labor Relations Act in the Commonwealth of Puerto Rico and the U.S. Virgin Islands. Mr. Padilla is Subregion 24’s initial Officer-in-Charge upon its restructuring with the Tampa office, which became effective September 1, 2013.
A native of Camuy, Puerto Rico, Mr. Padilla was raised in Gary, Indiana and received his B.A. degree in 1973 from Indiana University in Bloomington and his J.D. degree in 1975 from the University of Wisconsin Law School. Mr. Padilla began his NLRB career in 1976 as a Field Attorney in the Agency’s Chicago, Illinois Regional Office (Region 13). He transferred to the Puerto Rico Office in 1977, where he remained until 1982, when he resigned his Supervisory Attorney position to enter private practice in San Juan. Mr. Padilla rejoined Region 24 as a Supervisory Attorney in August 2002 and became its Deputy Regional Attorney in 2004.
The NLRB investigates and remedies unfair labor practices and conducts secret-ballot elections to determine whether employees desire union representation.
