Richard Heller Appointed Regional Attorney for Philadelphia Office

Washington, D.C. -- National Labor Relations Board (NLRB) General Counsel Richard F. Griffin, Jr. has named Richard P. Heller the Regional Attorney for the Agency’s Region 4 Office in Philadelphia. In this position, Mr. Heller will assist Regional Director Dennis Walsh in the enforcement and administration of the National Labor Relations Act in eastern Pennsylvania and southern New Jersey.
A native of Bayside, New York, Mr. Heller graduated from Cornell University School of Industrial and Labor Relations in 1977 and Rutgers Law School in Newark in 1980. He began his career at the NLRB serving as an Attorney-Adviser on the staff of Board Member John A. Penello and later Member Patricia Diaz-Dennis. In 1985, Heller transferred to the Region 4 Office in Philadelphia to become a Field Attorney and was later promoted to Supervisory Field Attorney in 2000. Since 2013, he served in his prior position as Deputy Regional Attorney.
The NLRB is an independent federal agency enforcing the National Labor Relations Act, which guarantees the right of most private sector employees to organize, to engage in group efforts to improve their wages and working conditions, to determine whether to have unions as their bargaining representative, to engage in collective bargaining, and to refrain from any of these activities. It acts to prevent and remedy unfair labor practices committed by private sector employers and unions.
