Today, National Labor Relations Board Member Gwynne A. Wilcox announced the selection of Steven F. Rappaport as her Deputy Chief Counsel.  As Deputy Chief Counsel, Mr. Rappaport will advise Member Wilcox on questions of NLRB law, policy, and procedure and assist in directing and coordinating the work of Member Wilcox’s legal staff.

Mr. Rappaport joined the NLRB in 1989 and has served as a trusted advisor to many Chairmen and Board Members throughout his tenure with the Agency.  In 1996, Mr. Rappaport was promoted to Senior Counsel-Expert, and since 2003, Mr. Rappaport has held the position of Assistant Chief Counsel.

“Mr. Rappaport is an outstanding attorney who has helped shape the development of Federal labor law and earned the respect of his colleagues throughout his decades of service to the Agency,” said Board Member Wilcox.  “I am confident that his thoughtful legal advice and talent for resolving cases effectively and efficiently will greatly benefit my staff and the Agency as a whole.”

Mr. Rappaport earned his J.D. from Washington University School of Law and his undergraduate degree from the University of Maryland.  He is admitted to the District of Columbia and Maryland Bars.

Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year.
