KANSAS CITY, MO – On December 3, 2021, Region 14 of the National Labor Relations Board (NLRB) and the Consulate General of Mexico in Kansas City renewed an alliance by entering into a Letter of Arrangement (LOA). The objective of the LOA is to provide a framework for the NLRB and the government of Mexico to work collaboratively to educate Mexican workers, their employers, and Mexican nationals who own businesses in the United States about the National Labor Relations Act (Act).  The Arrangement provides that the NLRB and the Consulate will work together regarding training and education, outreach and communication, and the promotion of a national dialogue about the mission of the Act and the NLRB.

The Letter of Arrangement was executed by Head Consul Alfonso Navarro-Bernachi and Officer in Charge of Subregion 17 (of Region 14), Susan Wade-Wilhoit. The signing ceremony was hosted by the Mexican Consulate at its Kansas City, Missouri offices.

“I am very excited to partner with the Consulate in providing necessary education, training, and outreach about employee rights and employer responsibilities under the National Labor Relations Act,” said Wade-Wilhoit. “As General Counsel Abruzzo has previously stated, ‘when workers know their rights, they are empowered to advocate for beneficial change in their workplaces.’”

After the signing, the representatives of Region 14 and the Consulate seized the opportunity to begin a dialogue about next steps in achieving their shared goals.

Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees, employers, and unions from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year. Region 14 serves areas in Illinois, Iowa, Kansas, Missouri, Nebraska, Oklahoma from its Regional Office in St. Louis, its Subregional Office in Overland Park, and its Resident Office in Tulsa.
