Director

The Director of Administration reports directly to the Agency’s senior leadership, Chairman and the General Counsel. The Director of Administration provides agency infrastructure support in facility operations and maintenance, fleet management, human capital, personnel management, logistics, safety, security, training, and several other operational areas. The operations of the Division support employees throughout their careers beginning with the hiring process, assignments, promotions, benefits, equipment and supplies, safety, and security The Director provides core infrastructure for the Division and provides key policies and programming for the entire agency. The Director provides the strategic direction of the organization and effectively integrates objectives, opportunities, and resources to provide critical support services for the Agency. The Director also oversees agency initiatives related to administrative functions under its purview and oversees the annual organizational budget.

Deputy Directory

The Deputy Director of Administration reports directly to the Director of Administration. The Deputy Director supports the Director with providing leadership to ensure the efficiency and cost effectiveness of programs and services provided by the Division of Administration. The Deputy Director manages the six (6) separate organizations: Office of the Director, Facilities & Property Branch (FPB), Human Capital Planning Office (HCPO), Office of Employee Development (OED), Office of Human Resources (OHR), and Security Branch. The Deputy Director oversees a broad range of activities related to organizational planning and resource management. As the lead responsible for ongoing business operations, the Deputy Director optimizes operational systems, processes, policies, reporting, information flow, business process improvement, and organizational planning.

Associate Director

The Associate Director reports directly to the Deputy Director of Administration. The Associate Director manages, coordinates, and monitors the operations of subordinate organizations to include the Facilities and Property Branch (FPB), Human Capital Planning Office (HPCO), Office of Employee Development (OED), Office of Human Resources (OHR), and Security Branch. Serves as Associate Director providing in-depth knowledge and expertise on management, operations, acquisitions, audits, budget, communications, employee development, finance, human resources, internal controls, logistics, security, training, customer service, and other work disciplines.

Special Assistant

The Special Assistant reports directly to the Deputy Director of Administration. The Special Assistant also provides support to the Director of Administration and leads an array of special projects and initiatives including, but not limited to, telework, Voluntary Separation Incentive Program and Voluntary Early Retirement Authority (VERA/VSIP), phased retirement, attorney special pay, and serves as the Division’s Web Manager. The Special Assistant also serves as the Pathways/Honors Program Advisor, as well as the Schedule A Advisor, where he provides critical ongoing guidance to the agency’s counterparts with utilizing the program.

Program Planning Advisor

The Program Planning Advisor reports directly to the Deputy Director of Administration. The Program Planning Advisor performs a variety of highly sensitive and complex functions on behalf of the Division. Evaluates and analyzes highly complex and sensitive administrative programs and policy proposals including, but not limited to, risk management, OIG reports and audits, EEO matters, Union liaison, action planning and implementation, and serves as the Customer Service Program Manager. Leads the development of recommendations, plans of actions, and alternatives that represent complete staff level work. Analyzes and evaluates, such programs on a quantitative or qualitative basis to determine the effectiveness of administrative program operations in meeting established Agency goals and objectives.

Program Analyst

The Program Analyst reports directly to the Director of Administration. Also, serves as the Executive Assistant to the Director and the Deputy Director in the Division’s Front Office and leads an array of special projects and initiatives to include coordinating weekly updates for the Director’s briefings to the senior leadership, monitoring the budget and expenditures, coordinating funding and acquisition requests, overseeing the completion of the time and attendance, performance management, and appraisals for the organization. The Program Analyst also serves as the Division’s Employee Career Enhancement Program (ECEP) Manager.

Associate Director, Human Capital Planning Office (HCPO)

The Associate Director for Human Capital Planning reports directly to the Deputy Director of Administration. The Associate Director monitors the cultural climate of the Agency’s human capital by administering the strategic human capital management program and generating ideas and innovative solutions to agency-wide human capital issues. The Associate Director provides critical agency support by providing leadership and direction on the strategic management of human capital, leads the Agency with responding to the annual and mandated Federal Employee Viewpoint Survey, and leads the development and implementation of the Agency's strategic human capital plan, workforce plan and succession plan. For additional information, click here.

Facilities and Property

The Facilities and Property Branch is responsible for the acquisition of office space, furniture and equipment, property management, commodities, goods and services for the NLRB. The Branch also administers the Agency’s Occupational Safety and Health program, which includes developing and monitoring the Occupant Emergency Plan and maintaining an Emergency Preparedness Program.

Director, Facilities and Property Branch (FPB)

The Director of FPB reports directly to the Deputy Director of Administration. The Director is responsible for providing leadership, direction, and administration for NLRB’s agency-wide facilities management program. The Director oversees several critical programs and functions to include, but not limited to, agency infrastructure support in facility operations and maintenance, fleet management, logistics, mail, space, parking, copier service, warehouse, and several other operational areas. The Director is responsible for managing the Agency’s facilities program to include acquisition and disposal of personal and real property for the headquarters and 51 field offices. The Director also administers the Agency’s Occupational Safety and Health Administration (OSHA) Program, which includes developing and monitoring the Occupant Emergency Plan and maintaining an Emergency Preparedness Program.

Employee Development

The Office of Employee Development provides professional instructional services and employee development guidance and assistance in the formulation and implementation of agency-wide training policies and procedures. It also provides the identification of agency-wide training needs; the determination of agency-wide training plans and objectives; the planning, development, implementation and evaluation of agency-wide training and instructional programs, courses, and materials; and the assessment of headquarters and field training and instructional operations.

Director, Office of Employee Development (OED)

The Director of OED reports directly to the Deputy Director of Administration. The Director is responsible for establishing OED’s mission, vision, operating plan, and represents OED with senior leadership and participates in agency-wide planning activities. The Director establishes and maintains partnerships with other leaders in the agency and in external organizations for the purpose of providing support for training and development initiatives, identifying available training and development resources, sharing knowledge and information, and others.

Human Resources

The Office of Human Resources provides human resources services related to: recruitment; placement; classification; compensation; employee relations; executive programs and resources; payroll; and management information reporting.

Director, Office of Human Resources (OHR)

The Director of OHR reports directly to the Deputy Director of Administration. The Director provides human resources leadership, strategic direction, and oversight to the agency's Office of Human Resources and manages the full range of operating services, which permits the agency to accomplish the overall mission of the agency. The Director provides critical agency support related to recruitment, classification, position management, staff assignments, benefits, compensation, employee relations, executive programs and resources, payroll, retirement, performance management, and management information reporting.

Security

The Security Branch is responsible for planning and administering the physical security, personnel security & suitability, and continuity of operations and resident offices throughout the United States in addition to the Washington Headquarters offices.

Chief Security Officer

The Chief Security Officer reports directly to the Deputy Director of Administration. The Chief is responsible for providing quality oversight through personnel, information, and physical security as protective measures to maintain a safe and secure environment for the entire agency. The Chief also manages the Agency’s Continuity of Operations Program to ensure adherence to Federal Continuity Directives 1 and 2 and has Special Deputy USM/Arrest Authority.
