Office of the Executive Secretary

The OES serves as the chief administrative and executive office for the Board incident to its statutory functions, which are of national significance. Except for those functions of purely adjudicatory character, the OES has administrative and functional responsibility for case-processing activities for cases pending before the Board in both unfair labor practice and representation proceedings. This includes planning and directing the judicial management of cases pending before the Board, and overall administration of the Board’s delegation of its decision-making powers in representation cases to its regional directors.

Positions in this office:

Executive Secretary - The Executive Secretary serves as chief administrative and executive officer of the Board, and plans and directs the administrative management of the Board's affairs incident to its statutory functions. The Executive Secretary reports directly to the five Board Members. The Executive Secretary serves as professional, technical, and administrative consultant to the Board Members, giving advice and making recommendations on matters of the highest policy level.

Deputy Executive Secretary - The Deputy Executive Secretary reports directly to the Executive Secretary. The Deputy Executive Secretary shares with the Executive Secretary full responsibility for the overall planning and direction of the judicial management of the Board, serves as professional, technical, and administrative adviser to the Executive Secretary and the Board Members on policy matters of the highest level of national significance, and serves as the alter ego of the Executive Secretary in all areas of responsibility vested in the Executive Secretary.

Associate Executive Secretaries - The Associate Executive Secretary (AES) participates fully in the overall planning and direction of the judicial management of the Board, and serves as professional, technical, and administrative adviser to the Executive Secretary, the Deputy Executive Secretary, and to the Board Members, as appropriate. The AES shares responsibility for processing interlocutory appeals and administration of the Board's delegation of its decision-making powers in representation cases, analyzes requests for advice on questions of Board policy, procedure, and substantive law, participates in the effective management of the Board's decision-making process, and administers the Freedom of Information Act, Privacy Act, and Sunshine Act. The AES is also subject matter expert for the Office of the Executive Secretary (OES) on electronic case processing matters.

Attorney Advisor - The Attorney Advisor serves as a senior general attorney working under the general direction of the Executive Secretary. The Attorney Advisor serves to expedite the substantive work of the Agency by furnishing research and advisory services to various Agency officials, which directly facilitates the preparation of Board and ALJ decisions and other legal documents required in the course of the Agency’s case-handling. The attorney’s preparation and review of digests of Board and court decisions substantially contributes to the information and research needs of the Agency.

Office Manager - The Office Manager has responsibility for planning and providing management and program services essential to the effective accomplishment of the OES's case processing functions.

Paralegal Specialist - The Paralegal Specialist in the Office of the Executive Secretary of the Board performs various research and case processing tasks. To perform the duties, the Paralegal Specialist is required to have an in¬-depth knowledge of the Board's rules and regulations, procedures, and legal and investigative research techniques.

Editor – The Editor works in the Editorial Section, Office of the Executive Secretary and is responsible for providing editorial assistance and managing production of the Agency's publications both in hardcopy and electronic form for the Agency's website. The Editor’s main function is the preparation and publication of the Board's Decisions and Orders, from initial editing of drafts to publication as a bound volume. Editorial services are also provided for publications such as manuals, annual reports, brochures, union contracts, conference materials, and for the creation of web-ready versions of these documents for publication on the Agency website. The Editor also provides the Division of Judges with editing services for judges' pre- issuance decisions, and provides the Agency with editing services for other projects such as Agency newsletters and forms.

Student Intern – The Student Intern position is available for law students throughout the year. OES normally hires one student intern in a volunteer position per school semester. The student intern is expected to assist the Executive Secretary, Deputy Executive Secretary, and Associate Executive Secretaries with legal research, and preparing memos on procedural motions. The Student Intern may also be asked to assist with Zoom hearings, as needed.
