David I. Goldman
Judge Goldman was appointed in September of 2005. He previously worked as an attorney in the NLRB Appellate Court Branch, and as an Assistant and Associate General Counsel for the United Steelworkers of America. He received his B.A. degree from the University of North Carolina and his J.D. degree from Columbia University. He is a past contributing editor of The Developing Labor Law (BNA), and has been a senior editor of How to Take a Case Before the NLRB (BNA) since 1998. Judge Goldman is an Honorary Fellow of the College of Labor and Employment Lawyers.
Susan A. Flynn
Judge Flynn was appointed in April of 2013.
Christine E. Dibble
Judge Dibble was appointed in July of 2012. She previously served as both an SSA judge and an administrative judge with the EEOC. Before that she worked as an attorney with the Service Employees International Union and as an equal employment opportunity specialist with the Department of Housing and Urban Development. She received her B.A. degree from Colgate University and her J.D. degree from the University of Michigan Law School.
Geoffrey Carter
Judge Carter was appointed in August of 2010. He served as a judge for both the Office of Medicare Hearings and Appeals and SSA before transferring to the NLRB. Before becoming a judge, he worked as: an Assistant United States Attorney in the District of Columbia; a trial attorney in the Civil Rights Division of the Department of Justice; an appellate attorney for the EEOC; and as a law clerk to Judge Diane Wood of the United States Court of Appeals for the Seventh Circuit. He received his B.A. degree, with distinction, from Stanford University (class of 1992), and his J.D.
Paul Bogas
Judge Bogas was appointed on March 7, 2000. He previously served as an appellate attorney with the Equal Employment Opportunity Commission (EEOC), and as a trial attorney with the Civil Rights Division of the Justice Department. He also served for 2 years as a law clerk to the Chief Justice of the Supreme Court of the Federated States of Micronesia. He received his B.A. degree from the State University of New York at Binghamton (1981) and his law degree from Yale University (1985). He was an SSA judge for over 2 years before transferring to the NLRB.
Arthur J. Amchan
Deputy Chief Administrative Law Judge Amchan was appointed Deputy Chief Judge in October 2010, after serving as Associate Chief Judge in Washington, D.C. He was first appointed an NLRB judge in 1996. Before coming to the NLRB, he served as a judge for both the Social Security Administration (SSA) and the Federal Mine Safety and Health Review Commission. He previously worked as an enforcement attorney at the Department of Labor, primarily in the OSHA program.

Terence F. Flynn
Terence F. Flynn was sworn in as a Board Member on January 9, 2012, following a recess appointment by the President. Mr. Flynn left the Board on 7/24/12.
Brian Hayes
Brian Hayes was sworn in as a Board Member on June 29, 2010 by Sen. Mike Enzi at his offices in the Russell Building. He had most recently served as Republican Labor Policy Director for the U.S. Senate Committee on Health, Education, Labor and Pensions, Before joining the Senate staff, Mr. Hayes was in private practice for 25 years representing management clients in labor and employment law.
