Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees, employers, and unions from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year. Region 31 serves areas in California from its Regional Office in Los Angeles.
Regions 31 and 21 Attend EMPLEO - Pinoy Program Kickoff Event
On September 8, 2015, Regional Director of Region 31 Mori Rubin and Field Attorney Marissa Dagdagan (Region 31) along with Assistant to the Regional Director of Region 21 Nathan Seidman and Supervisory Field Examiner Tirza Castellanos (Region 21) attended the kickoff of the “EMPLEO – Pinoy” program at the Pilipino Workers Center in Los Angeles, California. The EMPLEO – Pinoy program will be a valuable resource for Pilipino workers and employers, providing informational materials and running a hotline.
Regions 31 and 21 Participate in Labor Rights Week at the Mexican Consulate
On August 31, 2015, Regional Director of Region 31 Mori Rubin, Regional Director of Region 21 Olivia Garcia, Supervisory Field Attorney Joanna Silverman (Region 31), Supervisory Field Attorney Stephanie Cahn (Region 21), and Supervisory Field Examiner Tirza Castellanos (Region 21) attended the Opening Ceremony of the Mexican Consulate’s Labor Rights Week in Los Angeles.
33rd Annual Labor and Employment Law Conference
Regions 31 and 21 of the NLRB, along with the Orange County Labor and Employment Relations Association and the Federal Mediation and Conciliation Service, held the 33rd Annual Labor and Employment Law Conference in Anaheim on July 22, 2015.

The conference was attended by more than 150 individuals, representing unions, union counsel, businesses, management counsel, public entities, neutrals, academics, government agencies, and students. The keynote speaker was Allison Beck, Acting Director of FMCS.
Region 31 Joins as Stakeholder of EMPLEO
Regions 31 and 21 have joined as stakeholders of Employment Education & Outreach (EMPLEO). EMPLEO is an alliance of federal, state, and local government agencies, foreign consulates and advocacy groups in Southern California that seeks to serve the needs of the Hispanic immigrant workforce. Through EMPLEO, Region 31 will work to ensure that this vulnerable work force is aware of the rights protected by the National Labor Relations Board.

Court Grants 10(j) Injunction against Vista Del Sol Health Services, Inc. d/b/a Vista Del Sol Healthcare
At the request of the National Labor Relations Board, U.S. District Court Judge Margaret M. Morrow has issued a temporary injunction under Section 10(j) of the National Labor Relations Act against Vista Del Sol Health Services, Inc. d/b/a Vista Del Sol Healthcare.
District Court Enforces Region's Investigative Subpoenas
At the request of Region 31 of the National Labor Relations Board, U.S. District Court Judge Margaret M. Morrow issued an order enforcing the Region’s investigatory subpoenas issued to the Employer in charges filed by Service Employees International Union, United Long Term Care Workers against Vista Del Sol Healthcare. Judge Morrow held that the Region’s subpoenas were “valid and enforceable,” and ordered the Employer to respond to the subpoenas, with the exception of information about the Employer’s shareholders, within 20 days of her subpoena enforcement order.
Regional Viewing of the Signing of a Memorandum of Understanding Between the National Labor Relations Board and Ministry of Foreign Affairs and Human Mobility of Ecuador
On August 19, 2014, the Region hosted Diego Jaramillo, Cónsul General of Ecuador in Los Angeles, to view the signing of a memorandum of understanding by the National Labor Relations Board and the Ministry of Foreign Affairs and Human Mobility of Ecuador. The memorandum of understanding is designed to strengthen collaborative efforts to provide Ecuadorian workers, their employers, and Ecuadorian business owners in the United States with information, guidance, and access to education regarding their rights and responsibilities under the National Labor Relations Act.
32nd Annual Labor and Employment Law Conference
Regions 31 and 21 of the NLRB, along with the Orange County Labor and Employment Relations Association and the Federal Mediation and Conciliation Service held the 32nd Annual Labor and Employment Law Conference in Anaheim on July 16, 2014. Mori Rubin, Regional Director of Region 31, and Olivia Garcia, Regional Director of Region 21, participated in a panel entitled “Recent Developments and Trends at the NLRB: What You Need to Know!"
