About NLRB

Established in 1935, the National Labor Relations Board is an independent federal agency that protects employees, employers, and unions from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits and working conditions. The NLRB conducts hundreds of workplace elections and investigates thousands of unfair labor practice charges each year. Region 31 serves areas in California from its Regional Office in Los Angeles.

Welcome to Region 31 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving parts of California from our office in west Los Angeles. Mori Rubin

Mori Rubin was appointed Regional Director of the Los Angeles, California Regional Office (Region 31) in May 2012.  Ms. Rubin started her NLRB career in 1980 as a Field Attorney in Region 31. Since that time, she has served as a Supervisory Attorney, Deputy Regional Attorney and Regional Attorney.  She also served as the Acting Regional Director from December 2011 until her appointment to Regional Director of Region 31.

 

Signing of Letter of Agreement between the NLRB and the Ministry of Foreign Affairs of the United Mexican States

On July 23, 2013, the National Labor Relations Board (NLRB) and the Ministry of Foreign Affairs of the United Mexican States signed a letter of agreement in Washington, D.C., designed to strengthen their collaborative efforts to provide Mexican workers, their employers, and Mexican business owners in the United States with information, guidance, and access to education regarding their rights and responsibilities under the National Labor Relations Act.

31st Annual Labor and Employment Law Conference

Regions 31 and 21 of the NLRB, along with the Orange County Labor and Employment Relations Association and the Federal Mediation and Conciliation Service held the 31st Annual Labor and Employment Law Conference in Anaheim on July 24, 2013. Mori Rubin, Regional Director of Region 31, and Olivia Garcia, Regional Director of Region 21, participated in a panel entitled “NLRB Update.” Region 31 Supervisory Attorney Steven Wyllie served as the moderator of the panel, which also included representatives of the Union and the Employer perspectives.

Beverly Hills Bar Association Meeting

Regional Director Mori Rubin participated on a panel addressing current issues at the NLRB for union and non-union workplaces at a Beverly Hills Bar Association meeting on July 30, along with representatives of the employer and union perspective.  The panel covered topics including social media, confidentiality requirements during investigations, and at-will employment.

Board finds Hotel Bel-Air violated labor law by failing to bargain to impasse with union

The National Labor Relations Board has found that the Hotel Bel-Air violated federal labor law by offering severance packages in exchange for a waiver of recall rights to laid-off employeeswithout bargaining to impasse with the union representing its workers. The hotel, on the west side of Los Angeles, laid off about 250 union workers when it temporarily closed in 2009 for renovations.

Board finds Santa Barbara newspaper continued to violate federal labor law, must bargain with union, reinstate employees, take other remedial steps

Because of continuing violations of federal labor law, the NLRB has issued a broad cease-and-desist order against the publisher of the Santa Barbara News-Press and ordered it to bargain in good faith with the union representing its employees. The Board also extended the union’s certification period by one year and ordered Ampersand Publishing, LLC, to reimburse the union for past bargaining expenses.
