Region 14 - St. Louis
Welcome to Region 14 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together from our main office in St. Louis, MO, our sub-regional office in Overland Park, KS, and our resident office in Tulsa, OK. If you have questions or wish to file a charge or petition for an election, please call or visit one of our offices and ask for the Information Officer on duty. We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.
How can I submit a charge or petition to the NLRB?
You may either complete the online step-by-step form to immediately submit your charge or petition to the NLRB or you may access a fillable PDF form, fill out the form and E-File it with the agency. The NLRB encourages you to use the online step-by-step form, but if you prefer to fill out a PDF form offline and then submit it with the agency, please follow these steps:
- First, go to the NLRB web page that contains the agency’s blank fillable forms.
- Select the form that most closely matches the charge or petition that you would like to file with the agency.
- Complete the form.
- Finally, submit the form using the NLRB’s electronic filing (E-File) application.
What if I want to send documents to Region 14 through the mail?
While the agency's preference is that you e-file all case related documents, in those circumstances where you are unable to do so, any mail intended for Region 14's office in St. Louis via USPS, FedEx, UPS, DHL, etc., should be sent to the Subregion 17 office located at 8600 Farley Street, Suite 100, Overland Park, KS 66212.
Outreach
Region 14 is committed to promoting a greater awareness and understanding concerning rights and responsibilities established by the Act by offering no-cost outreach services. This includes both working with our colleagues within the labor and employment relations community and connecting with other communities who may not be familiar with the Act, including those just entering the workforce and other underserved populations. Recent Outreach and Accomplishments
On July 21, 2023, Regional Director Andrea J. Wilkes, traveled to Granite City, IL, to participate in a Steering Committee Meeting involving United Steelworkers District 7, Sub-District 2. Among other topics, she discussed how to prep and/or respond to unfair labor practice charges, the components of duty of fair representation cases, and the composition of the Region and its staff. | |
On April 13, 2023, Supervisory Attorney Cindy Flynn, along with Washington University Law School graduates Abby Schneider, Field Attorney, and Raymond (Ray) Myers IV, Honors Attorney, participated in a virtual discussion with 7 Washington University law students about working for the NLRB as part of the Law School’s Employer Showcase. The students enthusiastically participated, asking questions about the General Counsel’s initiatives, the importance of who sits on the 5-member Board with respect to how the Act is interpreted, immigration policies, and coordination with other agencies when investigating cases. Ms. Flynn and Ms. Schneider also participated in the Law School career fair held on campus and spoke to approximately 20 first and second year law students about workers’ rights, working for the NLRB, curriculum choices, and participating in campus labor law functions. | |
On March 14, 2023, Field Examiner Kelly Holderman and Field Attorney Rochelle Balentine met with instructors and students at Lindenwood University. They provided an overview of the Agency, focusing on areas of the Act relevant to future HR practitioners, including protected concerted activity and handbook rules, among other things. | |
Honors Attorney Raymond (Ray) Myers IV and Supervisory Field Attorney Cindy Flynn virtually taught a class to high school students in Boston as part of the Agency’s Student Ambassador Program, which teaches high school students who will soon be entering the work force about their rights under the National Labor Relations Act. On January 30, 2023, Mr. Myers taught students about the process of filing a charge, and how that charge begins the investigation process. On March 6, 2023, Ms. Flynn taught the class about Section 7 rights and assisted the class in reviewing the Charging Party’s evidence in a mock investigation to determine if any of the Charging Party’s Section 7 rights had been violated. | |
On November 17, 2022, and February 23, 2023, Field Attorney Rochelle Balentine and Field Examiner Krista Lopez spoke with enrollees of Building Union Diversity (BUD) program, a 6-week pre-apprenticeship training program that showcases various union apprenticeship programs in the St. Louis area. They presented information to attendees about their rights under the NLRA and answered questions related to the Act. | |
Regional Director Andrea Wilkes met with the local American Bar Association NLRB Practice and Procedure Committee on December 2. The Committee’s focus is on Agency practice, particularly in the Regional Offices. Saint Louis University School of Law hosted the event with the assistance of labor and employment faculty members. After a presentation by Region 14 management, Committee members discussed issues and asked questions of RD Wilkes, OIC Susan Wade-Wilhoit and ARD Carla Coffman. Topics of special interest included settlement practices, election work and the timing of case processing given staffing issues. RD Wilkes noted the collegial and productive dialogue with the local Committee and invited all present to involve Region 14 in future outreach events. |
